In one of the negative phenomena that accompany the era of globalization and technological progress, human beings have become a commodity for some gangs, they are treated and their price (according to the United Nations website) for in human trafficking gangs ranges from 10 to 10. thousand dollars.
Crime is committed through organized international gangs and these gangs account for 65% of crimes related to human trafficking, while 35% of these crimes are committed through small gangs within it. region and most take place in the form of minor marriage and forced labor in the homes of many countries, Arab countries, Asia and India.
Conflict zones around the world are witnessing many abuses against human beings, especially after the livelihoods of people exposed to displacement and migration due to wars or dictatorial practices are diminished. We find news from various media outlets about irregular migration, and these migrants have had drowned, or the crimes of attempts by some to sell children, or the exploitation of girls and women in the crimes of slave trafficking.
Trafficking in human beings, within the areas of the black economy, criminalized by international conventions, as well as by local law, and the money resulting from this criminal activity, is one of the important tributaries in the operations of money laundering.
For a time, some Arab countries have been considered outlets for illegal immigration activities, as these countries receive those who wish to emigrate illegally from Asia and Africa to European countries, and have been several efforts to tackle the phenomenon, without success, and there are agreements and efforts made between some Arab countries and the European Union to combat the phenomenon of illegal immigration.
And because the Arab region witnessed a state of abortion from the Arab Spring revolutions, there is a state of irregular migration flowing migrants from Arab countries experiencing armed conflict.
In the refugee camps of the Arab countries and Turkey, there is the phenomenon of underage marriage with elderly spouses, forced labor or work in unfavorable conditions, in terms of increased working hours, without obtaining the appropriate salary, as well as the ‘absence of all forms of social protection for workers, has also spread.
The United Nations has taken July 30 each year as an opportunity to combat human trafficking, following the publication of the Convention against Transnational Organized Crime in 2000, and there is a complementary protocol to this convention called “Prevent, suppress and punish human trafficking. “
This Protocol defines the crime of trafficking in human beings as “the recruitment, transport, reception or reception of persons through the threat or use of force or other forms of coercion, kidnapping, fraud, deception, abuse of power or a position of vulnerability, or the granting or receipt of payments or benefits To obtain the consent of a person who has control over another person for the purposes of exploitation. Exploitation includes, at a minimum, the exploitation of the prostitution of others or other forms of sexual exploitation, forced labor or services, slavery or practices similar to slavery, servitude or the elimination of organs. ”
In 2014, a report from the International Labor Organization stated that the benefits of human trafficking worldwide are estimated at $ 150 billion annually, most of which comes from commercial sexual exploitation activities in some countries. $ 99 billion and about $ 51 billion come from forced economic exploitation. activity in the areas of domestic work, the agricultural sector and other economic activities.
Undoubtedly, in light of the deteriorating political, social and economic conditions in many regions of the world, whether due to conflict or the pandemic of the Crown virus, the benefits obtained by criminals engaged in human trafficking will be much greater than announced by the International Labor Organization in 2014 and we must not forget the impact of technological development and the communications revolution in the reactivation of crimes against trafficking in human beings, according to United Nations estimates, the Internet has been a source of polarization and human trafficking by more than 50%.
The reality of the phenomenon in the Arab region
The report of the United Nations Program on the Fight against Crime and Trafficking in Persons, 2018, which is issued every two years, shows that the phenomenon of trafficking in human beings in the Arab region has increased due to the deterioration of the political and security situation in some Arab countries, and that 86% of people exposed to the crime of human trafficking in the area of these countries are adults.
The report indicated that more than 50% of people subjected to human trafficking in the Arab region are employed in forced labor and another 36% in the field of sexual exploitation.
As for the countries of the victims against whom the crime of human trafficking is practiced in the Arab region, a proportion of them come from Asian countries and the Syrians have also been exposed to a high percentage of human trafficking crimes. in the Arab region, due to the political and security conditions of their country, forcing many of them to migrate by force.
The reasons for the phenomenon in Arabic
According to the United Nations report, conditions in the region, with Arab countries subject to armed conflict and other countries experiencing a state of political instability, have helped deteriorate living conditions and pushed people to seek a solution. better place to live, or better source of livelihood.
Under this reason, human trafficking gangs exploit their circumstances to lure them with opportunities to travel or work and then discover the truth after falling into the clutches of these gangs, to be a fuel for their activities. and a source of wealth.
Corruption in the corridors of some government agencies concerned with combating human trafficking activities contributes to aggravating this crime, and these corrupt people can even be part of the work of these gangs, either by obtaining bribes. or encouraging them by promising that they are people. criminals will not fall under the law or responsibility, especially in those countries that suffer from political and security chaos.
Absence of the human state
The ruling regimes in the Arab region differ in their ideological orientations and constitutional systems, but in the end they remain obliged to provide a dignified life for individuals and to achieve a measure of equality and social justice that makes people feel dignified and freedom.
But the Arab reality is different from this, so the human state disappeared and the police state was maintained, which does not care about the human being, so it increased the crime of human trafficking and other negative social phenomena, so that the Arab countries were affected. for its most important economic resource, which is human resource.
If there were a human state in the Arab region, the phenomenon of immigrant minds would not have taken root and the phenomenon of violence would not have flourished and the region would not have witnessed the phenomenon of irregular migration. When a person finds in his society what encourages him to give, work and produce, he does not skimp, and vice versa, when a person is surrounded by a police state or an atmosphere of war, he will certainly look for the best , but reasons can lead him to fall victim to weak souls, warriors of humanity.
