With the introduction of the new standard of mobile communication 5G, the Federal Agency for Networking has made a preliminary decision for future expansion. In the final draft of procurement rules at the auction in the spring of 2019, network operators are more committed to duties than in the previous version.
They should ensure that by the end of 2024, fast mobile internet is available on all federal and regional roads, as well as on all roads, harbors and the most important waterways. By the end of 2022, motorways, important highways and traffic lines should be provided.
On Friday, the body sent an article to the members of the advisory committee of the competent body, which has personnel with politicians, and on November 26 to discuss the rules.
Authority calls minimum transfer rates
As for the route specification, the Federal Network Agency does not explicitly state that the 5G technology must be used here. Instead, it calls the minimum transfer rates. On highways, highways and ICE routes, that is 100 MBit per second, on smaller roads and less used train lines 50 MBit per second. This would allow network operators to use 4G technology to meet the requirements.
Another noteworthy topic in this topic is the so-called "national roaming", in which network operators would have to leave their competitors without their own infrastructure on their antennas. Deutsche Telekom, Vodafone and Telefonica / O2 turned against such policy requests, so they should not open the way to a new competitor.
Competitive United Internet with brands like 1 and 1 demanded that the "national roaming" came as a network operator on the market – the company does not have its own network yet, but uses the competition antenna.
No obligation for "national roaming"
In the rules now published there is no obligation for a comprehensive "national roaming". However, the article foresees a "negotiating request" – network operators should negotiate with competitors on cooperation. If they are not working or insufficient, the Federal Network Agency may intervene as an arbitrator and impose penalties and fines.
In addition, the regulator claims that by the end of 2022, at least 98 percent of households are within the range of network speeds (at least 100 Mbits per second). So, the reference value is not the area – it means that there may still be dead spots in remote areas. However, since the extension along the road and the network of roads is forced, in the future, other radio holes could be eliminated. Previously, politicians have repeatedly advocated a complete offer in that area.
Latency anchored for the first time
According to car manufacturers, 5G is also central to autonomous driving – this sector also required widespread coverage with very low latency times, i.e. Delay of only 1 to 2 milliseconds and thus transfer almost in real time. For the first time in the auction frequency in Germany, the latency is now anchored – it should be a maximum of 10 milliseconds on highways and federal highways.
The fifth mobile generation – hence the name 5G – is particularly important for the industry, so it can continue in the global competition and the era of digitization in the future. The mobile standard is much faster than 4G, but also significantly more expensive in expansion. (AP)
