Due to the change of leadership, Acting Secretary Eliseo Rio Jr. the Department of Information and Communication Technologies (DICT) urged more time to complete its task to complete the election of a new calf.
Rio has made his comment in response to reports that his replacement replacement, Sen Gregorio "Gringo" Honan II, has accepted the offer of President Duterte to be the head of DICT.
"I serve with the pleasure of the president, but I just hope that I will get a few more weeks to complete the entry of the third telecom, which you know we really did really," said Rio Inquirer in a text message on Friday.
Last November 7, the venture between Davao businessman Dennis Uia Udenne Corp. and the state-owned China Telecom is called a temporary third telecom. It was the culmination of a one-year exercise in order to break PLDT Inc. and Duopoly Globe Telecom, whose services are g. Duterte criticized.
The selection board is still conducting a final check of the Udenna-China Telecom offer. If it prevents this phase, the consortium will be called the final new main player. The desired radio frequency set will be rewarded, which can be used to launch services such as text messages, calls and mobile internet searches.
Honanan did not indicate any timetable if he was appointed secretary of the DICT. However, reports on Wednesday cited Senate President Vicente Sotto III, who said that Mr Duterte could call Honanas for the next DICT head as early as next week – a month earlier than expected.
Rio, in his message, asked the rush to replace him.
"I would not understand why I have to change the middle of the current from a very important activity that would ultimately make significant progress in the telecommunications industry. I do not see any urgency in taking over Honasan's son, at least until I finish this job in a third body," Rio said.
Rio played an instrumental role in preserving the third telecommunication process – who chose a new player based on the most dedicated internet speed, population coverage and investment – to the final date of bids last Wednesday.
Rio is a former general with the Philippines's armed forces, which included the chapter of Communications, Electronics and Information Systems of AFP. He was also the Commissar of the National Telecommunications Commission, which opened the way for Sun Cellular in 2003, which was the third telecommunications player of his day.
Rio first joined DICT as undersecretary before being appointed official official following the resignation of Secretary DICT Rodolfo Salalime in September last year. In May 2018, Rio was appointed Acting Acting DICT.
Is Honanan Qualified as Head of DICT? Observers of the industry, commenting on Honan's application as head of DICT, said that qualifications would come into play. This is because Republican Act 10844, which was the law created by DICT, set steep qualifications for the job.
According to article 11 of the law, the Secretary of the DICT expects to have at least seven years of "competence and expertise" in various fields of ICT. This includes the areas of information and communication technologies, information technology and service management, information security management, cyber security, data protection, e-commerce or the development of human capital in ICT.
Honan is a senator, a former colonel, and so on. Based on information on the website of the Philippine Senate, he became Senator for the first time in 1995.
