The suspicions of corruption have significantly affected the project: the EU has only partially reimbursed the funds in the Iasi City Council and, in addition, there is a fairly large financial correction that the City Council expects to recover from the court.

The system was received in March 2016, but has not yet achieved its full objective. If you ask in the City Council, the city leaders support the opposite, although drivers and pedestrians traveling daily through Iasi feel full of "benefits." The "intelligent" system can end up displaying the fruits only in very low traffic conditions.

Some equipment, "pieces of museum" in the open air

In 2013, the Iasi traffic management system (SMTS) was presented by the authorities as a "revolutionary" system that, among other things, had to lead to a reduction of at least 17% of travel time in the city. But, even today, the system is not fully functional and some equipment has become "pieces of the museum."

Throughout the project, 90 intersections were fed, and in some of them (below 10%) the computer was not started. One of the intersections is Podu Roş, the busiest in the city, which connects several large districts.

The design of the SMTS was done in 2010 and the traffic figures studied do not correspond to current reality. Putting SMT to Podu Roş would undoubtedly create major problems. On a much smaller scale, this has already happened at another junction in Iasi, near Gara.

At some point, the City Council set up the equipment, as it overcame all the traffic in the area. Traffic lights have generated major traffic jams and, after a few hours, the city has closed the computer and, since then, it has not been restarted. Probably it will not even start because the intersection (Garii street – Arcu street) works in acceptable parameters without traffic lights.

Therefore, the adjustment of the team was useless. A few years ago, the UTI experts (the constructor who carried out the work) declared that the system should work in its entirety to generate the expected results, suggesting that if a single intersection is not put into operation, the project It works rather in case of failure.

And that is also seen in the traffic: many drivers criticize SMTI and some even ask for a return to the semaphores that show waiting times. The famous "green light" can only work on days when traffic is low (school holidays, weekend days, vacations, etc.).

Pedestrians expect the good minutes to cross each other

The City Council intervenes constantly in the modification of predefined SMI indexes, but there are still problems. And not only drivers suffer but also pedestrians.

Although at the beginning of the project the authorities said that there would be no pedestrian where pedestrians would expect more than 90 seconds, there are streets in the city where those who want to cross expect good minutes (two examples on the road). near the intersection with Neculau Street, but also on Achim Stoia Street, in the prefecture area).

In addition, the pedestrian system does not work evenly: the special buttons must be pressed by pedestrians and automatically generate a green color in predefined times or simply they are not active while the rest of the intersection teams work.

"Checks on the equipment purchased and assembled through the project are periodically made. The manufacturer maintains the entire system. We would like to mention that the project of the Traffic Management System in Iasi has managed to reach the indicators assumed in the finalized financing contract, thus as the specific objectives, "says a town address signed by mayor Mihai Chirica.

The specific objectives were the creation of a Traffic Control and Traffic Control Center, the semaphores of the 90 intersections (with 1,242 new traffic lights) equipped with automatic controllers (72 autochannels) and vehicle detectors (633) a communication between the intersections and the control center, the realization of a video camera system (59 rooms) to control the conditions in which the traffic occurs (images sent in real time to the control center) and the # 39; establishment of a defect management system.

"We mention that the city of Iasi is constantly evolving and moving, as there is currently a comprehensive program for the modernization of road infrastructure, a situation that contributes to changing traffic and has a clear impact on the traffic management system ( in the short term, but in different areas), "said the City Council.

The value billed by the City Council: 50 million law

The co-financing provided by the Iasi City Council to the EMS has had to be 2%, but, in fact, the local budget will suppose a significantly higher amount. Suspected corruption in the implementation also included the temporary blockage of reimbursements, which were finally lower.

"The total amount of funds reimbursed to the Iasi City Council is about 34 million lei," says the mayor of Chirica. From the same document, we can find out that the total value invoiced by the City Council, within the eight signed contracts for the project, reaches just over 50 million lei (without VAT).

At the same time, we recall that the management authority applied a financial correction of 17.4 million lei (without VAT) in the project. "We are currently facing the court to recover the financial correction applied to the works contract," say the mayors of the City Council.

A few years ago, government representatives declared that if SMT were a case of corruption, then all the value of the project would be attributed to the Iasi City Council. So far, the line ministry has not taken any official approach to this.
